GUIDE TO TRANSLATION OF NATIONAL NAMES, NAMES OF AGENCIES, UNITS, AND TITLES OF LEADERS, OFFICIALS, AND CIVIL SERVANTS IN THE POLITICAL SYSTEM INTO ENGLISH

Based on the Law on Organization of the Government No. 63/2025/QH15;

Pursuant to Law on Organization of Local Government No. 72/2025/QH15;

Based on Resolution No. 09/2026/QH16 dated April 07, 2026, of the National Assembly on the organizational structure of the Government for the 04th National Assembly term;

Based on Resolution No. 178/2025/QH15 dated February 18, 2025, of the National Assembly on the organization of the National Assembly's agencies;

Based on Government Decree No. 28/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Foreign Affairs, as amended and supplemented by Decree No. 109/2025/ND-CP;

As requested by the Director of the State Protocol and Foreign Interpretation Department;

The Minister of Foreign Affairs issued a Circular guiding the translation of the national name, names of agencies, units, and titles of leaders, officials, and civil servants in the political system into English.

Article 1. Scope

This circular stipulates the method for translating the national name, names of agencies and units, and titles of leaders, officials, and civil servants in the political system into English.

Article 2. Method of translating the national name, names of agencies, units, and titles of leaders, officials, and civil servants in the political system into English.

1. The method for translating the national name, names of agencies, units, and titles of leaders, officials, and civil servants in the political system into English is stipulated in the Appendix attached to this Circular.

2. The English alphabetical abbreviations of the Ministries (for example, the English alphabetical abbreviation of the Ministry of Foreign Affairs is MOFA, the Ministry of Ethnic Minorities and Religions is MERA), and ministerial-level agencies are written based on the actual abbreviations used by these agencies in foreign-language documents.

3. For the names of agencies, units, and leadership positions, officials, and civil servants in the political system that are not included in the Appendix of this Circular, the agencies and units shall proactively translate them into English and be responsible for the accuracy of the translation.

Article 3. Responsible for implementing

1. Heads of units under the Ministry of Foreign Affairs and relevant organizations and individuals are responsible for implementing this Circular.

2. During the implementation process, if any difficulties arise, the relevant agencies and units should contact the State Protocol and Foreign Interpretation Department, Ministry of Foreign Affairs, for specific translation guidance.

Article 4. Enforcement

1. This Circular takes effect from October 1, 2026.

2. This Circular replaces Circular No. 03/2009/TT-BNG dated July 9, 2009, of the Minister of Foreign Affairs guiding the translation of national names, names of agencies, units, and titles of leaders and civil servants in the state administrative system into English for foreign relations purposes.
