DECISION
ISSUING REGULATIONS ON THE PROVISION, MANAGEMENT, AND USE OF DIGITAL CERTIFICATES AND DIGITAL SIGNATURE AUTHENTICATION SERVICES IN THE SOCIAL INSURANCE SECTOR
DIRECTOR GENERAL OF VIETNAM SOCIAL INSURANCE
Based on the Law on Electronic Transactions dated November 29, 2005;
Based on Decree No. 89/2020/ND-CP dated August 4, 2020 of the Government stipulating the functions, tasks, powers and organizational structure of the Vietnam Social Insurance;
Based on Government Decree No. 166/2016/ND-CP dated December 24, 2016, regulating electronic transactions in the fields of social insurance, health insurance, and unemployment insurance;
Based on Government Decree No. 130/2018/ND-CP dated September 27, 2018, detailing the implementation of the Law on Electronic Transactions regarding digital signatures and digital signature certification services;
Based on Government Decree 165/2018/ND-CP dated December 24, 2018, on electronic transactions in financial activities;
Based on Government Decree No. 30/2020/ND-CP dated March 5, 2020, on document management;
Based on Circular No. 41/2017/TT-BTTTT dated December 19, 2017, of the Ministry of Information and Communications on regulations for the use of digital signatures for electronic documents in state agencies;
Based on Circular 04/2019/TT-BTTTT dated July 5, 2019, of the Ministry of Information and Communications, which regulates the interoperability between the National Digital Signature Certification Service Provider and the Government's Specialized Digital Signature Certification Service Provider;
Based on Circular No. 185/2019/TT-BQP dated December 4, 2019, of the Ministry of National Defense guiding the provision, management, and use of specialized digital signature authentication services for the Government;
Considering the proposal of the Director of the Information Technology Center,
DECISION:
Article 1. The Regulations on the provision, management, and use of digital certificates and digital signature authentication services in the Social Insurance sector are issued together with this Decision.
Article 2. This Decision takes effect from October 1, 2020. This Decision replaces Decision No. 54/QD-BHXH dated January 5, 2018 of the Director General of Vietnam Social Security promulgating the regulations on the management and use of digital signatures and specialized digital certificates in the Social Security sector.
Article 3. The Director of the Information Technology Center, the heads of units directly under the Vietnam Social Security, the Directors of Social Security in provinces and centrally-administered cities, and relevant organizations and individuals are responsible for implementing this Decision.
