Resolution 37/2026/QH16, issued by the National Assembly, establishes specific mechanisms and policies for handling violations related to the application of science and technology and innovation. It applies to businesses, organizations, and individuals involved in research, development, and application of new technologies, venture capital funds, and competent state management agencies. The resolution creates a "lenient" legal framework to protect individuals and organizations that dare to think, dare to act, and accept risks in the process of testing unprecedented technologies (sandbox). The document clearly defines the boundary between objective risks specific to scientific research and intentional acts of wrongdoing or exploiting policies for personal gain, thereby stipulating measures to exempt or reduce legal liability, or to handle violations accordingly.
