From July 1st, 2025, Vietnam will implement the rearrangement of administrative boundaries according to Resolution No. 76/2025/UBTVQH15 , and Decision 571/QD-TTg dated March 12, 2025The changes included reducing the number of provinces from 63 to 34, abolishing the district level, and merging some communes/wards, resulting in changes to the administrative addresses of many businesses.
This article guides business owners and taxpayers through the necessary procedures, with information categorized by importance: Business registration certificate, related documents (invoices, seals, bank accounts, contracts), and signage, nameplates, and websites.
Certificate of business registration
Business & Investment optional The address information on the Business Registration Certificate must be adjusted due to changes in administrative boundaries. The current certificate remains legally valid, and the business registration authority is not permitted to request an address update in this case.
However, if a business needs to update other information on its Business Registration Certificate, such as charter capital, legal representative, etc., it must simultaneously update its address information according to the new administrative boundaries. The update procedure includes:
- Prepare Notification of changes to business registration details (Form Appendix II-1, Circular 01/2021/TT-BKHĐT).

- Submit the application at the Business Registration Office where the head office is located, either in person or via email. National Portal for Business Registration. (dangkykinhdoanh.gov.vn)
- Processing time: 3-5 business days.
Adjusting the address information on the Business Registration Certificate
Similar to the Business Registration Certificate, the law does not require businesses to update their address information on invoices, seals, bank accounts, contracts, etc. However, if a business does update its address on the Business Registration Certificate, it will need to adjust the address on these important documents after the update. Specifically:
- Bill: Update the address through the electronic invoicing system and accounting software currently used at the business.
- Stamp: Replace the old seal with a new one if the current seal includes an address based on the old administrative boundaries.
- Contract: Existing contracts remain valid; new contracts should be transferred to the new address to ensure consistency.

Signage, nameplates, and websites
If a business needs to update its address on its Business Registration Certificate and other important documents mentioned above, it should also consider updating the new address on its company signage, packaging, business cards, envelopes, website, email, and other materials, especially if these materials are used for contact or transactions.
Although not mandated by law, this update facilitates easier communication and transactions with clients and partners, avoiding misunderstandings; it demonstrates professionalism, information awareness, and compliance with the law.
The administrative boundary changes on July 1, 2025, will affect the administrative addresses of many businesses. Businesses are not required to change their Business Registration Certificates or re-register for electronic invoices. Updating the address is optional and only needs to be done if the business deems it necessary or simultaneously when there is a need to adjust other registration information.
Businesses should proactively update and verify specific information from official channels for detailed guidance.
