This is the goal set out in Resolution 10-NQ/TW on developing the private economy into an important driving force of the socialist-oriented market economy.
Specifically, the goal is to increase the private sector's contribution to GDP to approximately 50% by 2020, 55% by 2025, and 60-65% by 2030.
1. The private sector accounts for 50% of GDP.
One of the main tasks to achieve the above goal is to create a favorable investment and business environment for the development of the private economy in 2020, including:
– Ensuring the strict implementation of the right to freedom of business, the right to property ownership, and the civil rights and obligations of organizations and individuals as prescribed by law;
– Encourage the establishment of private enterprises and create conditions for household businesses to expand their scale and improve operational efficiency;
– Narrow down the scope of businesses subject to specific conditions;
– To improve and ensure the transparent and effective implementation of policies supporting the development of small and medium-sized enterprises and the startup movement;
– There are policies to encourage agricultural production, primarily based on large-scale enterprises, cooperatives, and farms that apply high technology.
2. Encourage private sector investment in state-owned economic groups.
– Encourage the formation of multi-ownership private economic groups and private capital contributions to state-owned economic groups, with sufficient capacity to participate in regional and global production networks and value chains.
– The private economy is allowed to develop in all sectors and fields that are not prohibited by law.
– Promote the entrepreneurship and innovation movement, and improve the operational efficiency of small and medium-sized enterprises.
– Create an environment and favorable conditions for business households to voluntarily link up and form cooperative organizations or operate according to the business model.
