- Things to review before September 28, 9: Urgently verify the ownership status of the mobile phone number used to register for VNeID and standardize the information.
Decree 320/2026/ND-CP This regulation adds a provision for cases where electronically verified accounts are automatically locked by the system without prior notice. This regulation will be effective from September 28, 2026.
New update in Decree 320/2026/ND-CP
Decree 320/2026/ND-CP Issued on August 13, 2026, amending and supplementing several articles of Decree 69/2024/ND-CP Regarding electronic identification and authentication, effective from September 28, 2026. According to the Decree, the electronic identification and authentication system will automatically lock your account Electronic identification of citizens when the mobile phone number used to register the account has changed and is no longer registered in their name.
💡"Under one's ownership" here means that the mobile subscriber information registered with the network provider matches the information of the person whose name is on the electronic identification account. Numbers that have been transferred to another person, numbers borrowed from relatives, or old numbers that have been revoked by the network provider and reassigned to someone else are all considered high-risk.
Impact on businesses
The electronic identification account of the legal representative, chief accountant, or personnel in charge of procedures is the access point for most transactions with government agencies in the electronic environment. An account being locked in the middle of a tax filing period or during the registration procedure for amendment of documentation paralyzes the process, delaying the entire workflow.
Also at Decree 320/2026/ND-CPMany groups of electronic transaction accounts are required to link to and verify an electronic identity account—such as electronic invoicing, banking, securities, telecommunications, e-commerce, transportation, travel, and pharmaceuticals. When the identity account is locked, these integrated transaction accounts also lose their verification validity.
⚠️ Important note
Some employees use SIM cards registered under the company name, or use old personal numbers that haven't been updated after changing carriers. These cases are at high risk of being automatically locked without anyone noticing until they need to use them.
Recommended actions
- Review and verify the ownership status of the phone number used to register VNeID for the legal representative, accountant, and personnel responsible for records at the enterprise.
- Stop using SIM cards registered under company or other person's name for personal identification accounts.
- Add a step to revoke and transfer access to the employee termination process, avoiding a situation where the procedure relies on an account that is no longer under your control.
Checking your registered number only takes a few minutes. Restoring a locked identification account during the billing cycle doesn't.
