Circular 19/2021/TT-BTTTT on the List of Key Information Technology Products

CIRCULARS

ISSUING THE LIST OF KEY INFORMATION TECHNOLOGY PRODUCTS

Based on the Law on Information Technology dated June 29, 2006;

Based on the Law on Radio Frequency dated November 23, 2009;

Based on the Telecommunications Law dated November 23, 2009;

Based on Government Decree No. 71/2007/ND-CP dated May 3, 2007, which provides detailed regulations and guidance on the implementation of several articles of the Law on Information Technology concerning the information technology industry;

Based on Decree No. 17/2017/ND-CP dated October 17, 2017 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Information and Communications;

As requested by the Director of the Information Technology Department;

The Minister of Information and Communications issued a Circular promulgating the List of Key Information Technology Products.

Article 1. Attached to this Circular is the List of Key Information Technology Products (hereinafter referred to as the List).

Based on management requirements and the development situation of each period, the Ministry of Information and Communications reviews, amends, and supplements the List.

Article 2. Transitional provisions

Investment projects and key information technology product manufacturing projects, as stipulated in Circular No. 01/2017/TT-BTTTT dated February 16, 2017, of the Minister of Information and Communications, that have already received preferential policies before the effective date of this Circular, shall continue to enjoy preferential investment policies for research and development and production until the end of the preferential period as prescribed by law.

Article 3. Terms enforcement

1. This Circular takes effect from October 1, 2022.

2. Circular No. 01/2017/TT-BTTTT dated February 16, 2017, issued by the Minister of Information and Communications, promulgating the List of Key Information Technology Products, ceases to be effective from the date this Circular comes into force.

3. The Chief of Office, the Director of the Information Technology Department, and the heads of agencies and units under the Ministry of Information and Communications, as well as relevant organizations and individuals, are responsible for implementing this Circular.

During the implementation process, if any difficulties arise, relevant agencies, organizations, and individuals are requested to report them to the Ministry of Information and Communications for timely guidance and resolution.
