Rent assistance for workers

On March 28, 2022, the Government issued... Decision No. 08/2022/QD-TTg Regulations on the implementation of housing allowance policies for workers. 

Accordingly, two groups will receive support: employees currently working at the enterprise and employees returning to the labor market. The eligibility criteria, benefit levels, and detailed application procedures are as follows:

Housing allowance for workers.

1. For employees currently working in a business.

1.1. Eligibility requirements

Decision 08/2022/QD-TTg stipulates that employees working in enterprises located in industrial parks, export processing zones, or key economic zones are eligible for support if they meet the following conditions:

  • Renting or staying in accommodation during the period from February 1, 2022 to June 30, 2022
  • There are indefinite-term employment contracts or fixed-term employment contracts of one month or more that were concluded and commenced before April 1, 2022.
  • Currently participating in compulsory social insurance (listed in the compulsory social insurance participation list of the social insurance agency) in the month immediately preceding the time the enterprise compiles the list of employees requesting housing allowance support.

1.2. For employees working in enterprises but not subject to mandatory social insurance participation.

According to Clause 4, Article 2 of Decree No. 115/2015/ND-CP, the employee's name must be on the company's payroll for the month immediately preceding the time the company compiles the list of employees requesting housing allowance support.

1.3. Housing allowance for employees working in the enterprise.

  • The support amount is 500.000 VND per person per month.
  • Maximum support period: 03 months

1.4. Documentation Procedures

  • Businesses must compile a list of employees requesting housing allowance support (Form No. 02 issued with Decision 08/2022/QĐ-TTg) and send it to the social insurance agency currently managing them.
  • Application submission methods: online through the Social Insurance public service portal or by mail, and simultaneously sending the data file via Zalo to the unit's revenue management officer.
  • Application deadline: monthly or combined for 2 or 3 months. No later than August 15, 2022.

2. For workers returning to the labor market

2.1. Eligibility requirements

Decision 08/2022/QD-TTg stipulates that workers returning to the labor market are eligible for support if they meet the following conditions:

  • Renting or staying in accommodation during the period from April 1, 2022 to June 30, 2022.
  • There are indefinite-term employment contracts or fixed-term employment contracts of one month or more that were concluded and performed between April 1, 2022 and June 30, 2022, excluding employment contracts that are a continuation of previously concluded and performed employment contracts.
  • Currently participating in compulsory social insurance (listed in the compulsory social insurance participation list of the social insurance agency) in the month immediately preceding the time the employer compiles the list of employees requesting housing allowance support.

2.2. For employees working in enterprises but not subject to mandatory social insurance participation.

According to Clause 4, Article 2 of Decree No. 115/2015/ND-CP, newly recruited employees who have signed labor contracts but whose names are not yet on the list of employees participating in compulsory social insurance of the social insurance agency must have their names on the enterprise's payroll list for the month immediately preceding the time the enterprise compiles the list of employees requesting housing allowance support.

2.3. Housing allowance for workers returning to the labor market.

  • The support amount is 1.000.000 VND per person per month.
  • Maximum support period: 03 months

2.4. Procedures for applying for housing allowance for workers

  • Businesses must compile a list of employees requesting housing allowance support (Form No. 03 issued with Decision 08/2022/QĐ-TTg) and send it to the social insurance agency currently managing them.
  • Application submission methods: online through the Social Insurance public service portal or by mail, and simultaneously sending the data file via Zalo to the unit's revenue collection officer.
  • Application deadline: Submit before the 15th of each month. No later than August 15th, 2022.

After receiving confirmation of Form 02 or Form 03 from the Social Insurance agency, the employer submits the application for support to the district-level People's Committee and waits for approval.
