APPENDIX I

LIST OF INDUSTRIES AND PROFESSIONS WITH RESTRICTED MARKET ACCESS FOR FOREIGN INVESTORS
(Attached to Decree No. 31/2021/ND-CP dated June 26, 2021 of the Government)

A. SECTORS AND INDUSTRIES THAT ARE NOT YET ACCESSIBLE TO FOREIGN INVESTORS

1. Trading in goods and services included in the list of goods and services subject to state monopoly in the commercial sector.

2. Journalistic activities and news gathering activities in all forms.

3. Fishing or harvesting marine resources.

4. Investigation and security services.

5. Judicial administrative services, including forensic examination services, bailiff services, property auction services, notarization services, and services of insolvency administrators.

6. Services for sending workers abroad under contract.

7. Invest in the construction of cemetery and burial ground infrastructure for the purpose of transferring land use rights associated with the infrastructure.

8. Direct waste collection service from households.

9. Public opinion polling services (public opinion surveys).

10. Blasting services.

11. Manufacturing and trading of weapons, explosives, and supporting tools.

12. Importing and dismantling used ships.

13. Public postal services.

14. Import and export business.

15. Temporary import and re-export business.

16. Exercising export rights, import rights, and distribution rights for goods included in the List of goods that foreign investors and economic organizations with foreign investment capital are not allowed to export, import, or distribute.

17. Collection, procurement, and disposal of public assets at units belonging to the armed forces.

18. Manufacturing military materials or equipment; trading in military uniforms and supplies for the armed forces, military weapons, equipment, technology, specialized military and police vehicles, components, parts, spare parts, supplies and specialized equipment, and specialized technology for manufacturing them;

19. Business activities include providing industrial property representation services and intellectual property assessment services.

20. Services for establishing, operating, maintaining, and servicing maritime navigation aids, water areas, public waterways, and shipping routes; services for surveying water areas, public waterways, and shipping routes for the purpose of publishing Maritime Notices; services for surveying, constructing, and publishing nautical charts of water areas, seaports, waterways, and shipping routes; and constructing and publishing maritime safety documents and publications.

21. Maritime safety regulation services in public waters, zones, and navigation channels; maritime electronic information services.

22. Inspection services (testing, certification) for transport vehicles (including systems, assemblies, equipment, and components of vehicles); inspection services and certification of technical safety and environmental protection for specialized vehicles, equipment, containers, and packaging equipment for hazardous goods used in transport; inspection services and certification of technical safety and environmental protection for vehicles and equipment for oil and gas exploration, exploitation, and transportation at sea; technical safety inspection services for machinery and equipment with strict occupational safety requirements installed on transport vehicles and vehicles and equipment for oil and gas exploration, exploitation, and transportation at sea; fishing vessel registration services.

23. Services for investigation, assessment and exploitation of natural forests (including logging and hunting, trapping of rare wild animals, management of gene pools of crops, livestock and microorganisms used in agriculture).

24. Research or use of new animal genetic resources before they have been assessed and evaluated by the Ministry of Agriculture and Rural Development.

25. Business of travel services, excluding international travel services for international tourists visiting Vietnam.
