Printing invoices without a signed contract can result in fines of up to 1,5 million VND.

According to Government Decree No. 49/2016/ND-CP, effective from August 1, 2016, the fine for printing invoices without a written contract will be reduced from 2-4 million VND to 500.000-1,5 million VND.

Organizations and businesses that order the printing of invoices after the tax authorities have issued a notice stating that they do not meet the requirements for printing invoices will be fined between 2 and 4 million VND; and will also be required to cancel the improperly printed invoices.

In addition, individuals who fail to notify the competent state agency in writing when price notification is required, or who apply declared or registered prices incorrectly or outside the prescribed timeframe, will be fined between 3 and 5 million VND. In cases of failure to declare price reductions in accordance with price fluctuations, or failure to declare prices within the timeframe required by the competent authority, the fine will range from 5 to 10 million VND.
