One of the contents of Decision No. 357/QD-BHXH on assigning targets for the development of the number of participants in Social Insurance and Unemployment Insurance for the period 2019 – 2021.
According to Vietnam Social Insurance
– The target for social insurance coverage in 2019 must reach 32,3%, and in the following two years, it must be 33,9% and 35,6%;
– The unemployment insurance coverage target for 2019 must reach 27,3%, 28,6% in 2020, and 29,8% in 2021.
The target for social insurance coverage must be achieved at 32,3%.
To achieve the stated goals, it is necessary to thoroughly understand the implementation methods.
The Vietnam Social Security requires the Social Security agencies of provinces and cities to advise the Provincial People's Committee to submit to the Provincial People's Council for approval the targets for implementing social insurance and unemployment insurance in the annual socio-economic development targets, and at the same time propose local budgets and mobilize all available resources to provide additional support for people participating in voluntary social insurance.
Coordinate with relevant departments and agencies to develop plans and solutions for implementation.
Regularly exchange and provide information on employees and wages of businesses located in the area to review, compare, and address cases of evasion and arrears in social insurance and unemployment insurance contributions.
Strengthen efforts in promoting, publicizing, and disseminating policies and laws, as well as conducting inspections, audits, and handling violations of laws related to social insurance and unemployment insurance.
Analyze, compare, and verify data provided by the tax authorities with data managed by the Social Insurance agency to determine the number of employees eligible and not eligible for participation.
Develop inspection and audit plans for businesses to ensure the proper collection of social insurance, health insurance, and unemployment insurance contributions for employees in accordance with the law. Promptly handle violations in accordance with legal regulations.
To expand the network of collection agents, it must be ensured that each village, hamlet, or residential area has at least one voluntary social insurance collection point.
The provincial and city social insurance agencies are instructed to coordinate with relevant units to widely disseminate information to increase the number of participants in social insurance and unemployment insurance through various methods.
Every six months, a comprehensive assessment of the results achieved according to the assigned social insurance and unemployment insurance targets at the local level will be conducted. Recommendations will be made for commendations for collectives and individuals who have met the targets, and the Vietnam Social Insurance will be notified to propose solutions to overcome difficulties and obstacles in the implementation of tasks at the local level.
In addition, the Vietnam Social Security also requires relevant units to implement synchronized solutions to promote the rapid, full, and lawful growth of the number of participants in social insurance, unemployment insurance, and health insurance.
