Circular 29/2017/TT-BTC provides guidance on amending some regulations regarding the conditions for listing securities on the stock exchange.
1. Conditions for listing securities on the Ho Chi Minh City Stock Exchange

According to Circular 29/2017, in order to register for listing on the Ho Chi Minh City Stock Exchange, a company already listed on the Ho Chi Minh City Stock Exchange must merge with a company not yet listed on the Ho Chi Minh City Stock Exchange. The conditions specified in points a, c, d, e, and f of Clause 1, Article 53 of Decree No. 58/2012/ND-CP must be met, and the equity must reach a minimum of 5%. Previously, there was no requirement for the ROE (Return on Equity) ratio.

1. Conditions for listing securities on the Hanoi Stock Exchange

Similarly, Circular 29/TT-BTC of 2017 stipulates that in order to register for listing on the Hanoi Stock Exchange, a company already listed on the Hanoi Stock Exchange or the Ho Chi Minh City Stock Exchange must merge with an unlisted company. It must meet the conditions in points a, c, d, e, and f of Clause 1, Article 54 of Decree No. 58/2012/ND-CP and have a minimum ROE of 5%.

3. Transfer of stock listing

Circular No. 29 of the Ministry of Finance in 2017 stipulates that the transfer of stock listings from the Ho Chi Minh City Stock Exchange to the Hanoi Stock Exchange or vice versa must be approved by a majority vote of the General Meeting of Shareholders and must meet the listing requirements of the new stock exchange.
Circular 29/2017/TT-BTC amends several regulations effective from June 1, 2017, and repeals point d, clause 2, Article 9 of Circular No. 202/2015/TT-BTC.
