The Minister of Finance has instructed tax offices to carry out the consolidation of regional tax offices no later than the third quarter of 2019.
The Ministry of Finance has just announced the conclusions of Minister of Finance Dinh Tien Dung at the Conference on implementing some key tasks of tax work in 2019.
Accordingly, Minister Dinh Tien Dung instructed the General Department of Taxation, tax departments, and tax branches to strive to exceed the state budget revenue target by approximately 6% (excluding revenue from land use and lottery).
In addition, tax authorities need to review and implement administrative procedure reforms according to the set plan. At the same time, the General Department of Taxation should assess the current state of the database system to upgrade information technology applications to meet the requirements of deploying the electronic invoice system.
Minister Dinh Tien Dung also requested that tax authorities urgently implement the project on applying information technology in the management of electronic invoices for nationwide application from November 1, 2020.
In addition, it is necessary to accelerate the construction of a national taxpayer database system, and on that basis continue to reform tax administrative procedures, creating a favorable business environment for citizens and businesses.
Notably, regarding organizational restructuring, the Minister requested a focus on implementing and organizing the organizational structure of the entire tax system. Specifically, tax offices must consolidate regional tax offices no later than the third quarter of 2019. The implementing unit should review and finalize the plan for submission to the Ministry for consideration and decision, without waiting for the overall plan for the entire sector, to avoid affecting budget revenue collection and ensure the completion of assigned tasks.
Tax authorities also need to strengthen and strictly implement the rotation, transfer, and reassignment of civil servants throughout the entire system.
The General Department of Taxation, in coordination with the Department of Organization and Personnel of the Ministry of Finance, is developing a plan to report to the Ministry of Finance leadership for implementation within the allocated staffing quota as stipulated in Resolution No. 39/NQ/TW and current regulations on recruitment. Accordingly, priority will be given to areas and localities with urgent needs, and implementation will begin immediately for the Ho Chi Minh City Tax Department and neighboring localities.
