
At a thematic press conference on the afternoon of June 20th, the Ministry of Finance announced that it had implemented Decision No. 1134/QD-BTC dated May 23, 2016, which promulgates the Action Plan for implementing Resolution No. 19-2016/NQ-CP.
Accordingly, the Ministry of Finance directed its units to closely adhere to the objectives of Resolution No. 19/NQ-CP, including groups of indicators in accordance with international practices: tax refunds; risk management in tax inspections and audits; time and results of handling tax complaints; shortening the customs clearance time for import and export goods to a maximum of 10 days for exports and 12 days for imports; reducing the percentage of imported shipments requiring specialized inspection at the customs clearance stage from 30-35% to 15% by the end of 2016…
The Ministry of Finance's plan specifies tasks into 73 solutions and 118 outputs. The Ministry's leadership clearly assigns responsibilities to the lead and coordinating units for each task and solution, and specifies the completion timeline.
Specifically, in the customs sector, the tasks are concretized into 39 solutions linked to output products. In the tax sector, the tasks are concretized into 21 solutions.
In addition, to implement Resolution No. 35/NQ-CP dated May 16, 2016 on supporting and developing enterprises, the Ministry of Finance issued Decision No. 1239/QD-BTC.
In this context, the Ministry of Finance has put forward an action plan requiring specific, feasible, and clearly defined results to fulfill the tasks assigned to the Ministry of Finance in the Government Resolution, aiming for strong administrative reform, facilitating business operations; and ensuring the right to conduct business and equal access to resources and business opportunities for enterprises. The Ministry of Finance leadership clearly defines the responsibilities of the lead agency, coordinating agencies, and heads of organizations in the implementation process… The Ministry of Finance has concretized the task groups with 34 solutions and 46 outputs.
According to Mr. Ngo Huu Loi, Director of the Tax Policy Department (Ministry of Finance), the Ministry's leadership not only sets out specific programs but also vigorously urges, inspects, and supervises the implementation of the Government's resolutions.
The Ministry of Finance leadership has requested that units under the Ministry establish Steering Committees to implement the Resolutions at the General Department of Taxation and the General Department of Customs, and develop detailed plans and roadmaps to complete the objectives on time. Monthly reports on implementation progress must be submitted to the Ministry leadership for timely guidance and resolution of any obstacles encountered. Simultaneously, during implementation, the Ministry of Finance will report to the Government and the Prime Minister for their opinions on issues beyond its authority. Furthermore, units must continuously coordinate and review operational practices to promptly supplement solutions to best fulfill their tasks.
Regarding the review of business conditions, Mr. Ngo Huu Loi affirmed that the Ministry of Finance did not simply upgrade the Circular to a Decree, but made adjustments to remove unreasonable business conditions in the new draft Decrees.
As of May 20th, the electronic tax declaration and payment system has been implemented in all 63/63 provinces and cities nationwide, with over 535.000 businesses having filed taxes online, reaching 99,59% of the total number of businesses; the number of electronic tax declaration files received is over 31.600.000; and the number of businesses registered for electronic tax payment services is over 492.000, reaching 91,58% of the total number of active businesses. In the customs sector, by the end of May, over 62.505 files had been processed through the National Single Window mechanism, significantly reducing time and costs for businesses. In the transportation and logistics sector, over 2.681 businesses have declared port procedures on the National Single Window Portal, with a total of approximately 30.300 files.
