Vietnam Social Security and the Ministry of Public Security are strengthening coordination in preventing and combating crime in the fields of social insurance, health insurance, and unemployment insurance.

On January 21, 2022, the Vietnam Social Security (VSS) and the Ministry of Public Security held a signing ceremony for the Coordination Regulations on implementing tasks to protect national security, ensure social order and safety, and combat crime in the fields of social insurance, health insurance, and unemployment insurance.

Social insurance and police cooperate

Over the years, functional units of the Ministry of Public Security and Vietnam Social Security have regularly, closely, and effectively coordinated in many areas of work, especially in the fields of protecting internal political security; preventing and combating crime and violations of the law; disseminating legal information; inter-agency inspection and auditing; and building and sharing specialized databases.

Notably, from 2017 to 2021, agencies and units of the two sectors coordinated inter-agency inspections and audits of nearly 6.000 employers and medical facilities, contributing to proactively preventing, detecting, and promptly combating and stopping violations of the law, especially fraudulent and exploitative acts in the fields of social insurance, health insurance, and unemployment insurance.

Connecting national population data and national insurance databases.

In 2021, the two sectors successfully connected and shared the national population database and the national insurance database (to date, Vietnam Social Security has coordinated with the Ministry of Public Security to share approximately 33 million pieces of citizen information from the national insurance database with the national population database for verification), contributing to promoting the development of a digital government, digital economy, and digital society.

To meet the demands of the new situation, promptly address urgent issues arising in practice, and further enhance the effectiveness of coordination between the two sectors, at the ceremony, Deputy Minister Nguyen Duy Ngoc and Director General Nguyen The Manh signed the Coordination Regulations between the Ministry of Public Security and Vietnam Social Security.

Content of the coordination regulations

The regulations comprise 3 chapters and 9 articles, fully stipulating the scope of application, subjects of application, purpose, principles, content, form, and responsibilities for coordination between the Ministry of Public Security and Vietnam Social Security in performing tasks related to protecting national security, ensuring social order and safety, and combating crime in the implementation of social insurance, health insurance, and unemployment insurance policies and schemes. They apply to agencies and units under the Ministry of Public Security and Vietnam Social Security at all levels.

According to the Regulations, the Ministry of Public Security and Vietnam Social Security will coordinate the implementation of several contents such as: Exchanging and providing information and documents related to ensuring security and order according to the functions, tasks, and powers of the Ministry of Public Security and Vietnam Social Security; ensuring internal political security, cybersecurity, and state secrets in agencies and units under Vietnam Social Security; and coordinating the construction of a national database on social insurance and population.

Speaking at the signing ceremony, Director General of Vietnam Social Security Nguyen The Manh said that the achievements of the Vietnam Social Security sector in the past period have been made possible with the support, assistance, and close cooperation of the Ministry of Public Security.

The Director General of Vietnam Social Security emphasized that connecting and sharing data with the national database on population has helped the Vietnam Social Security sector implement its operational activities conveniently, quickly, and accurately; helped reform and reduce procedures, paperwork, time, and costs for citizens when participating in and receiving social insurance, health insurance, and unemployment insurance benefits; improved accuracy and data-driven management capacity; facilitated the strengthening of electronic inspection and auditing; and limited fraud and abuse in contributions to and benefits from social insurance, health insurance, and unemployment insurance schemes.

Speaking at the ceremony, Lieutenant General Nguyen Duy Ngoc, Deputy Minister of Public Security, said that due to the severe impact of the COVID-19 pandemic, many businesses are expected to cease operations, or even dissolve and go bankrupt, which will increase the rate of evasion, arrears, and delays in paying social insurance, health insurance, and unemployment insurance contributions, and create many difficulties in resolving social insurance and health insurance benefits for workers. The crime situation in the "post-COVID-19" era is becoming more complex, including crimes related to the misappropriation and exploitation of social insurance, health insurance, and unemployment insurance funds.

The Deputy Minister of Public Security also requested that, after signing the Regulations, the police forces of all units and localities should seriously and effectively implement the Regulations on coordination between the two sectors; the units assigned the role of Standing Agency of the Ministry of Public Security and Vietnam Social Security should regularly inspect, supervise, and evaluate the results of the coordination in implementing the Regulations nationwide in order to take measures and solutions to promptly address and resolve difficulties and obstacles.
